Once a powerful hurricane, Miriam is now a tropical storm off the coast of Baja California, Mexico. Tropical Storm Miriam was seen in the Eastern Pacific Ocean by NOAA's GOES-15 satellite, and the visible image revealed that the strongest part of the storm was north and west of the center.

NOAA's GOES-15 satellite sits in a fixed position over the western U.S. that allows it to monitor the Eastern Pacific Ocean and it captured a visible image of Tropical Storm Miriam on Sept. 26, 2012 at 10:45 a.m. EDT off the coast of Baja California. The image, created by NASA's GOES Project at NASA's Goddard Space Flight Center in Greenbelt, Md. showed that the strongest thunderstorms were north and northwest of the center in a large band, wrapping around the storm's center.

Wind shear is taking its toll on Miriam. The National Hurricane Center noted there is an increasing "separation between the low- to mid-level centers of the storm (think of the storm as having multiple layers) due to 20-25 knots of southwesterly shear associated with a shortwave trough (elongated area of low pressure) rotating around the northwestern side of the storm.

At 11 a.m. EDT on Sept. 26, Tropical Storm Miriam had maximum sustained winds near 65 mph (100 kph), dropping from 70 mph (100 kmh) just six hours before. It was located about 425 miles (680 km) west-southwest of the southern tip of Baja California Miriam was moving slowly at 6 mph (9 kmh) to the north-northwest and away from the coast. Miriam's minimum central pressure was near 992 millibars.

A Miriam continues to pull away from Baja California, rough ocean swells will keep affecting the south and west coasts today, Sept. 26, and tomorrow, Sept. 27. By Sept. 28, Friday, the ocean swells will gradually begin to subside.

Miriam is moving into a region where wind shear is forecast to increase and sea surface temperatures will fall. Those are two factors that will contribute to the weakening of the tropical storm over the next several days.

What to Invest In | Penny Stocks

What To Invest In

What to Invest In and Why

Figuring out what to invest in can be tough. There are many stocks on the market, and it can be tough to tell a winner from a loser. As you spend more time investing, though, you will begin to see patterns emerge. While you are still on the road to becoming a stock expert, though, you might want to stick with simple stock picks that can help you design a more robust financial portfolio.

Deciding What to Invest In

There are a few key things to consider if you want to learn what to invest in. First, you should decide upon the level of risk that you are willing to take. Companies without a proven history but with a great product might experience tremendous growth, or they might quickly fade away. Taking the risk might lead to a short-term payout, but it will rarely lead to any long-term gains. At the same time, many stocks experience slow and regular growth. These stocks are low-risk and will rarely get you rich, but they will provide you with a regular income if you are willing to depend upon them. The one thing that you should avoid, though, are ?vanity? stocks that is, stocks that have an impressive name but nothing else. These stocks will usually lead to a loss, and make poor choices for those figuring out what to invest in.

If you want to invest, use common sense. Try to make sure that you know whether a particular stock will be a fast or slow earner, and whether or not that stock will fit your needs. If you are willing to find a great stock to invest in that fits your own financial plans, you will end up in a better financial position than that in which you started.

Data Management Solutions for a Smarter Business | Computers ...

Internet and Technology | Computers and Technology | * Written by Martin | Friday, 21 September 2012 05:08 | Word Count: 412

In today?s market conditions, a smart business is one that can reduce costs, cut down risks, make the most of existing investments, and most of all, put information to its best use. But it is not half as easy as it may sound, because not all businesses are equipped with the necessary tools and technology to manage resources, especially data, in an efficient manner. Data management is now a prerequisite for a successful and compliant business. Although you may have invested in data warehousing or data compression solutions, you may still not be able to make the best use of data because your data may be scattered in multiple databases, which makes it harder to retrieve the information you want at the required time. Only a comprehensive data management solution can address this ongoing challenge. There are many competent data management solutions in the market today. IBM Optim is one of the leading solutions that your business can benefit from.

With its comprehensive, unique and advanced data management capabilities, IBM Optim can add great value to your business. It can help you deliver better results and can dramatically increase your revenues by:

???? Helping you unlock the value of data to your business and use it to your competitive advantage
???? Enabling a clear understanding of market and customer needs by tapping into the potential of your data
???? Offering the means to bring down your data management expenses and clearing up resources that can be utilized for new, revenue-generating projects

You should remember that the mere existence of data is not sufficient to ensure the success of your business. Data should be accessible and available in the right form, at the right time, to enable you to make the right decisions. This means that your data cannot be fragmented and spread-out in different applications or databases. Therefore, integrated data management is crucial to your business, and that is what IBM Optim has to offer. With its unique capabilities IBM?s robust data management solution can help you gain complete control over your data, simplify administration of large databases, and can significantly cut down support costs.

The business environment today provides great opportunity to all those businesses that can use the power of information to respond to market needs with speed and agility. And IBM Optim data management allows you to achieve this with better efficiency, and superior information quality.

Educating Your Child: Should You Choose A Private School?

When you are ready to send your child to school, there are many different decisions to make--which school will you send them to, what teacher do you want them to have, should you choose a private school over a public school? With the cost of private schools increasing, if you're not sure whether you should be considering it, here are a few things to consider as you compare the options for your child's education.

Consider the Costs

It's no secret that private schools tend to cost a lot of money, especially when compared to free public education. Public schools are free to anyone who lives in the area, and are not allowed to charge tuition. However, they are also funded by federal, state, and local taxes, which can be subject to the changing political landscape and budget shortfalls. Private schools, on the other hand, generate their own funding through tuition, grants, and fundraising.

There are different levels of private school, and depending on which you choose, the cost can be significantly higher or lower. For example, the median cost of boarding schools affiliated with the National Association of Independent Schools (NAIS), according to a 2008-2009 study, was $37,000, while the median cost of day schools from the same study was $17,400. If you opt for non-NAIS schools, the cost is $23,500 for boarding schools and $10,800 for day schools. In some cases, parochial schools will be even more affordable.

Gaining Admission

It is one thing to want to enroll your child in private school, and another to actually get them enrolled. Public schools are required by law to allow all students to attend, while private schools can cap their enrollment at any number they deem appropriate.

However, just because public schools are free and open doesn't mean it's always easy to get your child in. For example, if your child has special needs, it may be difficult to find a public school with the appropriate resources, and some districts have "school choice" policies that allow parents to enroll their children in any school they would like within the district, which can lead to lotteries and other methods if some schools are in higher demand.

Private schools are able to be selective in their enrollment, which means you and your child may have to go through an application process that could include essays, interviews, and even testing. Enrollment may depend on a lot of factors, and the school will be able to selectively decide whether or not to accept your student based on those guidelines and requirements. One of the things they may look for, in addition to your child's scholastic abilities, is your ability as a parent to contribute to the school through donations and fundraising.

Teaching and Class Size

Many private schools purposely keep their class sizes smaller, allowing students more one-on-one time with the teachers, which is not always the case in public schools. Laws require that all public school teachers have state certification (or at the very least, are working toward certification), while private schools do not have the same requirement, but are generally considered experts in their subject area, with college degrees and/or work experience in that area.

When it comes time to make the decision, there are many factors to consider. Apart from all the logistical and emotional arguments for or against each type of school, it's important to make the decision that is the best fit for your child.

Lawrence Reaves writes for School Tutoring, a tutoring service that offers tutors for a variety of subjects as well as for test preps like the SAT. For more information about School Tutoring and to see their prices click here.

Shakedown or public service? Mug shot websites spread

4 hrs.

NEW YORK (Reuters) -- Janet LaBarba drank two glasses of wine during dinner at an upscale Dallas restaurant the night she broke up with her boyfriend. Later at a bar she ordered a beer. At home, she found herself crying as she readied for bed. She decided to go visit a friend.

Driving back long past midnight, she ignored blinking traffic lights and cruised through a stop sign. She was hauled down to the police station, charged with drunk driving, and photographed. It was the second time in six months.

The two episodes in 2009 cost LaBarba more than $20,000 in legal fees and fines and landed her in jail for a few days each time. A judge ordered her to wear an ankle monitor for five months. Yet the most stinging punishment, she felt, came when several websites posted her arrest mug shots, so that Internet searches of her name instantly turned up the compromising photos.

"It completely screwed with my life," LaBarba said. "People Googled me and it was very embarrassing." She said the images complicated her search for a job as well as a new relationship when her boyfriend's ex-wife looked up her name.

For a fee, she could have the photos removed. She chose to pay up.

Large data brokers have historically limited who gets to see their detailed files on people through a complicated application procedure that discourages casual users. Now, on the spur of the moment, anybody can access digital secrets, including criminal records, thanks to a proliferation of personal data Internet sites. One subset of these sites features mug shots that can be removed for a fee.

Many among America's 314 million people are affected. U.S. law enforcement officials made more than 13 million arrests in 2010, according to the most recent FBI statistics, although that number includes repeat arrests. The bureau maintains fingerprints and criminal histories for 72 million people, according to its Criminal Justice Information Services. Drug abuse and drunk driving are the most common reasons for arrest.

Clare Dawson-Brown, assistant district attorney in Travis County, Texas, home to bustedmugshots.com's founder Kyle Prall, said she is concerned personal data sites sometimes list incorrect information and do not comply with state orders to erase certain cases from the criminal records. "Now that this information is out there it is ever more horrific for people to get their lives back together," she said. "How do you get this garbage out of there?"

Several legal experts interviewed for this article said seeking money to remove mug shots from the Internet does not qualify as a crime such as extortion, since extortion requires a threat ahead of time to post the image unless the mug shot subject pays.

"Wow - it does seem to come pretty close to the line," Robert Weisberg, co-director of the Stanford Criminal Justice Center, said upon learning about such sites. "I'd say it skirts the line but may stop just short. (It) depends on how a reasonable person would perceive this in terms of fear."

Wanted: Evidence of civic value

LaBarba, 35, an event planner, rues the irresponsibility that led to her drunk driving arrests and believes she has learned important lessons. Yet she remains bitter about the public posting of her mug shot. "How is this legal?" she asked. "My business is my business. It's like me going to your house and looking through your things."

Bustedmugshots.com responds that it only posts publicly available images. "We are publishing public records with an interest in informing the community," Prall said, speaking in a series of interviews about his business. "We have never approached anybody attempting to generate revenue from them to remove a record from our database."

Bustedmugshots.com does not tell people they have posted the images but waits for them to learn of it, either on their own or through friends.

LaBarba paid what the site describes as "nominal" fees - $68 per photo for service within 10 business days, $108 within 24 hours - to make the photos disappear. An Internet search of her name now leads to genial photos of LaBarba pictured with lots of friends.

Prall, 33, grew up in Bloomington, a small city in central Illinois, the son of a circuit court judge. He set up the site a year and a half ago.

In 2008, inspired by a Florida publication, he started a weekly newspaper called Busted! In Austin during his spare time. Promoting his $1 paper with the slogan "Getting arrested isn't funny?... but the mug shots are," Prall expanded to bustedmugshots.com, continuing with his day job as a financial analyst at a power company until earlier this year.

His website collects its images from city, state and federal law enforcement agencies across the country, either for free or for a small fee. It has assembled more than 5 million records, he says. The company waives the fee for removing photos of those exonerated of any charges.

On the website, bustedmugshots.com describes itself as "a valuable asset to local law enforcement. Our dedication to providing criminal justice has led to breakthroughs in cold cases, and numerous tips on robberies, sex crimes and even murders." Asked for specific examples, Prall offered none. He said he plans to revamp the site to include a crime map and the ability for users to submit tips to the police.

Some local jurisdictions have resisted making mug shots available to him, although others say state public record laws oblige them to provide the images. Andrew Kossack, Indiana's former public access counselor, last year cleared the way for Prall to obtain mug shots, but he has reservations about the business: "It doesn't sit right in your stomach that this person should be someone who has so much control over your likeness."

Others complain about the drain on resources. "It takes time to distill the records," said Andrea Brandes Newsom, chief deputy corporation counsel for the city of Indianapolis. "Is it appropriate to make use of taxpayer resources in order for someone to profit?"

The U.S. Department of Justice maintains a national sex offender database, and many cities and counties offer free searches of criminal records, while some post mug shots. Because such records are not optimized for maximum Internet visibility, they typically do not turn up in average searches.

One of the most common crimes catalogued on Prall's site is drunk driving, but the advocacy group Mothers Against Drunk Driving sees little merit in public shaming. "We haven't seen evidence that tactics such as posting offenders' mug shots online leads to the reduction of drunk driving incidents or fatalities," said national president Jan Withers.

Prall says his site is a leader in a sector where competitors include mugshots.com, whosarrested.com, and gotchamugshot.com. "IS THIS YOU? Or your friend/family member? Click Here To Remove," Mugshotsworld.com tells users. "Originally $175. Discounted price of $100 available only for short time."

The sites seek to get photos prominently displayed in web searches. GotchaMugshot.com, for example, says on its site: "It's a common occurrence to find full names, profile, mug shot and offenses in the first page of most search engines like Google, Bing & Yahoo."

Officials at these other mug shot sites did not respond to calls and emails seeking comment.

'Creepy vigilante justice'

Prall has had his own run-ins with the law. As a young man he was found guilty of illegal consumption of alcohol as a minor, delivering/manufacturing of cannabis, trespassing into a car and drunk driving. A court sentenced him to 120 days in jail for the drug charge and 30 days for the drunk driving offense.

"I made a lot of little mistakes when I was young," Prall said. "I did some things in high school that were bad choices."

Prall does not make his own mug shots available on his website but said he would be comfortable publicizing his past. "I don't think all that stuff should be secret," he said.

Joelle Bem, who was arrested for crashing a friend's Ferrari while drunk in 2008, disagrees. She did not pay the roughly $400 bustedmugshots.com wanted to remove a series of images, saying she did not have the money. A Google image search of her name still quickly reveals several unflattering photos.

The divorced unemployed woman said the easy availability of the photos prompted her to move after a neighbor circulated the image to others after a disagreement. The images have also complicated the personal life of the former currency trader and financial analyst: "It's made dating really hard."

"I thought I was punished enough by Dallas County," said Bem, 38, who served 30 days in prison. "I didn't know I was going to be further punished and cyberstalked by creepy vigilante justice whose only intent is to collect money from me."

SAfrican police kill 2 more in crackdown on strike

RUSTENBURG, South Africa (AP) ? Days after soldiers were deployed, South African President Jacob Zuma's office announced Thursday that he has ordered military forces to assist police trying to control labor unrest in the nation's crucial mining sector. Despite resolution of the longest and bloodiest strike, two more deaths were reported.

Even as miners returned to work Thursday at the Lonmin PLC platinum mine in Marikana, where police killed 34 miners on Aug. 16, labor advocates said police killed two more people: a ruling party municipal councilor who died of injuries from a rubber bullet and a miner who was run over by an armored car.

Zuma's office said he was invoking the Constitution to use the military to support police "in the prevention and combating of crime as well as the maintenance of law and order in the Marikana Area ... and other areas around the country where needed" until Jan. 31. The notice from the presidency referred to section 201 (2) of the Constitution, which states that "only the President, as head of the national executive, may authorize the employment of the defense force."

Last weekend some 1,000 soldiers were trucked into the "platinum belt" northwest of Johannesburg.

Thursday morning, police in two water cannon trucks and several armored cars confronted striking Anglo American Platinum miners at a shantytown where residents set up barricades of rocks and burning tires and logs. Before long, the fires died down and most of the police pulled back. The people dispersed, leaving a herd of goats milling around the water cannons.

Police spokesman Dennis Adriao confirmed that police fired tear gas and a stun grenade on the illegal gathering near Sondela settlement. There were no arrests, he said.

However there was a fatality from the confrontation Wednesday between police and strikers. Strike leader Evans Ramokga told The Associated Press that one miner was run over Wednesday by a police armored car and dragged several meters (feet) before it stopped. He said the man died overnight in the hospital.

Police spokesman Adriao said he was unaware of the incident which occurred at the scene where police fired rubber bullets, tear gas and stun grenades to break up a march by thousands of strikers. The mines near Rustenburg belong to Anglo American Platinum, the world's largest platinum producer.

"The only thing we want is to sit down and have them hear our demands," Ramokga said. He said authorities have refused to give permission for the thousands of strikers among Anglo's 15,000 workers there to hold a protest march to back their demands for a gross monthly salary of 16,070 rand ($2,000).

Anglo issued an ultimatum for workers to report for duty by Thursday night or threatened to act on a court order declaring the strike illegal. That gives Anglo the power to fire strikers.

"Anglo American Platinum's Rustenburg mining operations are already under considerable economic pressure, any further delays in returning to work will only increase the risk to the long-term viability of these mines," it said in a statement late Wednesday.

The Marikana Solidarity Campaign meanwhile reported that African National Congress councilor Paulina Masutlhe was shopping Saturday at the Wonderkop shantytown where Lonmin platinum miners live when police firing from a speeding armored car hit several women. Masutlhe was hit in the abdomen and leg and rushed to the hospital, where she died Wednesday, a statement said.

Adriao said he is investigating the report of a death. He said police had reported to the Independent Police Investigative Directorate that several people were hit by rubber bullets in a raid to disarm strikers on Saturday, the day after the government ordered a crackdown.

The directorate already has opened 34 murder and 78 attempted murder charges against police in the Aug. 16 shootings, the worst state violence since the white minority apartheid regime was brought down in 1994. The government has said it is awaiting the outcome of a judicial commission of inquiry that is to report to the president in January.

The solidarity campaign condemned the brutality of police and called for "the immediate identification and suspension of the police officers involved in her (Masutlhe's) murder. "

"We are also extremely unhappy that, to date, none of the police officers involved in the massacre on 16 August 2012 has been identified or suspended - this is totally unacceptable and unlawful," said the campaign that includes the powerful Congress of South African Trade Unions that is part of a governing alliance with the African National Congress party and the South African Communist Party.

The deaths at the two mines, both northwest of Johannesburg, bring the strike-related death toll to 47.

Lonmin on Tuesday resolved its five-week strike by agreeing to pay raises of 16 to 22 percent.

The strike already has spread to several gold, platinum and chrome mines, damaging investor confidence in the country that produces 75 percent of world platinum and is the No. 4 chrome producer and in the top 10 of gold producers.

LG Optimus G and its quad-core 1.5GHz S4 Pro coming to US shores in Q4 (update: video)

When it comes to LG's latest flagship, it appears there can be no shortage of official announcements. So, while the news from overseas may not be quite so fresh, there's certainly nothing stale about the Optimus G. Today the company held a second celebration in honor of its powerhouse -- the first to pack Qualcomm's Snapdragon S4 Pro: a quad-core SoC clocked at 1.5GHz. Buffered by a heaping 2GB RAM and an Adreno 320 GPU this absolutely beastly device is officially coming to American shores in the fourth quarter of this year. The 4.7-inch phone may ship with some slightly different specs, depending on carrier, but they'll still find a home for the 1280 x 768 True HD, in-cell, IPS display. There's no specifics about carriers or pricing as yet, but we'll let you know when we do.

Update: Hit the break for LG's Optimus G PR video.

AT&T under fire for FaceTime pay policy

9 hrs.

A group of public interest organizations are preparing a complaint against AT&T for violating net neutrality rules by blocking access to a video-conferencing application.

In a letter to AT&T, three groups ? Free Press, Public Knowledge and the New America Foundation's Open Technology Institute ? assert that the telecommunications giant is running afoul of Federal Communications Commission regulations by charging a premium for access to FaceTime, an Apple program available on iOS devices. FaceTime is free via Wi-Fi, but with iOS 6, due out this week, it can be used over a cellular carrier's network.

"We respectfully request that AT&T reconsider its behavior and the impact that blocking FaceTime will have on its customers, particularly the deaf and hard of hearing, as well as all who use this application to communicate with family and friends over the Internet," the letter reads.

"Making mobile use of the application available only to those customers who pay for unlimited voice and text messages harms individuals and innovation alike."

Spokesmen for AT&T did not respond to request for comment.

Under the FCC's guidelines, the subject of any complaint must be notified 10 days before a complaint is filed. If the public interest groups cannot convince AT&T to come to a resolution, the complaint will either be heard by the FCC's enforcement bureau or along to an administrative law judge, John Bergmayer, senior staff attorney at Public Knowledge told TheWrap.

Bergmayer said that unlike Sprint and Verizon, AT&T does not allow iPhone users to access FaceTime over cellular?unless they subscribe to one of its "Mobile Sharing" plans. He said that violates open Internet rules that prohibit companies from blocking these types of applications on their mobile networks.

"There's really no factual dispute about what AT&T is doing, we just have to see if they agree their behavior is against the open internet rule," Bergmayer said.

Bergmayer said a resolution could come anywhere between 45 days and several months.

Scholar: Jesus talks of wife in ancient script

(AP) ? A Harvard University professor has unveiled a fourth century fragment of papyrus that she says is the only existing ancient text that quotes Jesus explicitly referring to having a wife.

Karen King, an expert in the history of Christianity, says the text contains a dialogue in which Jesus refers to "my wife," whom he identified as Mary. King says the fragment of Coptic script is a copy of a gospel, probably written in Greek in the second century.

King unveiled the fragment of the "Gospel of Jesus's Wife" in Rome on Tuesday. She says it doesn't prove Jesus was married but speaks to issues of family and marriage that faced Christians.

King says on a Harvard website that the dialogue includes the disciples discussing whether Mary is worthy and Jesus saying "she can be my disciple."

Groups race against time to get Florida voters registered

WASHINGTON (Reuters) - Voting-rights groups that virtually stopped registering voters in Florida for a year as they challenged the state's new restrictions on elections now are scrambling to get people there registered for the November 6 election.

The effort in Florida - a large, politically divided state that is crucial in the nationwide race between Democratic President Barack Obama and Republican Mitt Romney - comes two weeks after a federal judge rejected strict limits on voter-registration drives that have led to a big drop in Floridians signing up to vote.

The Florida law was so limiting that groups such as Rock the Vote and the League of Women Voters, which have helped to register millions of voters in the last two presidential elections, essentially halted their registration drives in the state.

Now, with the restrictions lifted and Florida's October 9 deadline for registering to vote in the November election looming, such groups are fanning out across the state to find new voters.

Massive voter drives across the country in 2008 helped put millions of people aged 18 to 29 on voting rolls. That age group - which makes up roughly one-quarter of the U.S. electorate - voted 2-to-1 for Democratic President Barack Obama then, helping to propel him to victory over Republican John McCain.

This year, campaigns and civic groups have faced challenges in signing up voters because of laws passed largely by Republicans who took control of legislatures in 20 states after the 2010 elections.

Besides limits on voter registration, the laws also have included requirements that voters produce a photo ID and limits on early-voting periods aimed at helping working-class people cast ballots if they can't get to the polls on Election Day.

Dozens of legal battles are being waged over such voting laws in courts, and judges have tossed out a few - including registration limits in Florida and a photo ID requirement for voters in Wisconsin, another state that could be key in deciding the race for the White House.

Republicans say the laws are aimed at preventing voter fraud; Democrats and other critics say they are designed to reduce voter turnout among groups that typically back Democrats.

"Over the past two years we've seen this wave of tremendously creative and tremendously destructive laws ... that make it harder for people to vote," Michael Waldman, president of the Brennan Center for Justice at New York University law school, said on MSNBC.

"The scariest was the effort to stop voter registration," said Waldman, whose group represented the League of Women Voters and Rock the Vote in a lawsuit against the law in Florida, which had nearly 11.5 million registered voters at the end of July.

Heather Smith, president of Rock the Vote, said the nonpartisan group's efforts have been complicated by the legal wrangling over Florida's voting laws.

"It's more than just the numbers" of voters, she said. "It's the volunteers. Having put our volunteer programs on hold means we weren't able to engage and train and build these teams."

A DROP IN REGISTRATIONS

Rock the Vote and the League of Women Voters stopped registration drives in Florida last year when they went to court to challenge the state law.

The law required the groups to turn in voter registration forms within 48 hours after applicants completed them - a tough deadline to meet for groups involved in large registration efforts. Groups missing the deadline faced fines of $1,000 a day.

Two weeks ago, a federal judge issued an injunction preventing the state from enforcing the law. But because the law was in place for about a year, its impact was stark, especially among Democrats.

The Florida Times Union has said 11,365 people registered as Democratic voters in the 13 months that ended at the end of August, compared with an average of 209,425 for the same periods before the 2004 and 2008 presidential elections.

Meanwhile, 128,039 Republicans have registered in the state over the past 13 months, up from an average of 103,555 in the same period in 2004 and 2008, the newspaper said.

Though they do not make their numbers public in terms of party differences, Rock the Vote and the League of Women Voters register people who vote mainly for Democrats or independents.

Democrats tend to focus much more heavily than Republicans on recruiting new voters, and groups such as the League of Women Voters and Rock the Vote aim at low-income and minority citizens who may not know how to register or young people who have never voted.

Republicans, on the other hand, traditionally rely on their supporters to register on their own. Party activists work mostly on getting registered Republicans to show up at the polls.

Elisabeth MacNamara, president of the League of Women Voters, said 30 local chapters are registering voters in Florida, trying to make up for lost time.

"They are targeting under-served communities," she said. "They're working at bus stops, community colleges, baseball games, naturalization ceremonies and other events."

Analysts say the lost year of registration is significant.

"Democratic registration is way down," said election law specialist Rick Hasen. "You might count the court victory as a win for Democrats. In fact, it should be seen as ... perhaps a loss."

NOT JUST FLORIDA

MacNamara said her group, formed 92 years ago by women who fought for the right to vote, faces challenges in other states.

"We are concerned that because of the flurry of new laws, some of which have passed, some of which have (been overturned) ... that voters may be confused," MacNamara said.

In Pennsylvania, Rock the Vote is helping people register to vote and get the type of photo IDs a new law requires voters to show at the polls.

Under the law, which was passed by the state's Republican-controlled legislature and is being challenged in court, students can vote if they have a photo ID from their university but the ID must have an expiration date.

More than 80 percent of the colleges in Pennsylvania don't issue ID cards with expiration dates, so Rock the Vote has organized an effort to get expiration dates on student IDs.

"It's a total shame," Rock the Vote's Smith said of the new law, which requires voters to show a state driver's license, government employee ID or non-driver ID issued by the state.

In Pennsylvania, Obama has led Romney, a former Massachusetts governor, in opinion polls. But the state's voter ID law could hurt Obama.

A state estimate this year indicated that more than 758,000 Pennsylvania voters did not have the type of ID required by the law, and that many were lower-income, young or minority voters who tend to vote for Democrats.

Republican Mike Turzai, majority leader of Pennsylvania's state House, seemed to dispel the idea that the voter ID law was not rooted by politics when he said in June that it "is going to allow Governor Romney to win the state of Pennsylvania."

Smith said that voter registration rates have been down this year nationwide, but that the pace has picked up.

"The last few weeks people have started to pay attention" to the election, said Smith, whose group registered a record 2.25 million young voters nationally in 2008 and has a lower target this year, 1.5 million. "We have a lot of ground to make up."

Why buying a smartphone off contract is so expensive

Featured

2 days

The back of a white iPhone 5.

You can pre-order the iPhone 5 starting at midnight. But should you? Or would it be better to wait and see it in person before plunking down... Read more

11 hrs.

You might not realize it, but if you have a modern smartphone in your pocket, you're carrying one of the most high-tech devices in the world. At the time of writing, the latest and greatest iPhone 5, without a service plan,?starts at $649. By comparison, a powerful home computer from a manufacturer like Dell ? one that will last you a good few years ? can cost as little as $500.

How, then, does a mobile operator like AT&T offer the iPhone 5 for as little as $199? It's all thanks to a little thing called a "subsidy lock" or "SIM lock." When you buy a phone from AT&T, AT&T subsidizes your cell phone; it pays the full $649 to Apple. In return, you can only use your phone with AT&T. That's why you are forced to enter a 2-year contract when you buy the phone; if you were to go off the grid without paying for the phone, AT&T would be out that amount. This is also why carriers charge you an Early Termination Fee if you break your contract.

How it adds up
Even though smartphones are usually marketed at an attractive price, you can be guaranteed that the monthly service plan charge will not be cheap. The minimum monthly fee for a data-and-calls plan with AT&T is $59.99, and you have to pay that for at least two years, for a total of $1,439.76. Add $199 for the phone and $36 for activation, and the total cost of ownership come to just under $1,675.

On the other hand, if you buy the phone separately, unlocked, for $649, you still need a data plan before you can use it in the U.S, but you won't be subject to early termination fees or a locked-in carrier contract.

So which is better?
There's no doubt that a contract smartphone is cheaper over two years, and you get more for your money, but at the cost of flexibility. If your situation changes ? if you move to an area with poor AT&T coverage, for example ? you're stuck with a very attractive door stop.

On the other hand, if you opt for the contract-free approach, there is a wealth of options. You can buy a second-hand phone from eBay or pick up a phone that isn't available from U.S. mobile carriers. You can switch between service providers whenever you like ? and you can terminate whenever you like, too. You can also change your phone at any time, which is handy if you want to always have the latest and greatest phone. In the long run, though, you ultimately pay for that flexibility with your hard-earned money.

Subsidized or not, smartphones are expensive
No matter how you slice the pie, you're still going to be spending more than $1,600 for two years of smartphone usage ? and that's with the cheapest data plan on offer. Want to know more about the advantages of eschewing a carrier subsidy and going the unlocked route? Read up on our guide to the advantages of unlocked devices or take a gander at Google's unlocked Galaxy Nexus.
